Powell recently told NBC that he’d “be more than happy to discuss” the possibility of serving as secretary of State. Even more surprisingly, McCain told NEWSWEEK that he would consider an offer to be secretary of Defense–though he doubts Bush would ever make the offer. “It would be a great way to end up a career,” the senator said. “But put yourself in Bush’s position. Can you be sure that McCain won’t stand up and say something to criticize some administration policy? I think there is a real risk in that–and I’m sure they would consider it.”

Bush’s inner circle has ruled out, at least for now, any early declarations. The more pressing question is who gets to speak–and when–at the GOP convention. Powell and McCain are on the list–with Powell likely to get the better slot.
